New OpenSource plugin for October

Hello, Lately we had to create a simple support ticket system in one of our products working under OctoberCMS. One of our devs spent two days (oh yes, October allows very rapid development) to create a working alpha version and we decided to release it under MIT license. It means you can take it, use it, change it, sell it (of course linking to our website will still be highly appreciated, but you don't have to).

That aside, there is still some things to do with this plugin, we mentioned them in readme - we will take care of them sooner or later, but all pull requests are very welcome
